C.Co Makes Changes to its Board in a radical reshaping to support public sector reform
Today, C.Co, the change management consultancy of CIPFA, is proud to announce two important appointments to its Board.
Chris Brown, a widely respected leader with experience of operating at strategic level in the National Audit Office, PWC, Deloitte and now Capita will take up the mantle of Chairman. Donna Hall CBE, an eminent public figure with vast leadership experience in many senior local government and NHS will add a drive and passion for creating services based on building social capital as Non-Executive Director.
The appointments come following C.Co taking an opportunity during lockdown to review how it meets the needs of public sector clients as a widely respected and trusted change management partner.
Chris Brown said, “C.Co has gone through some significant change recently. I am delighted that CIPFA, the majority shareholder in C.Co remain confident in the market for a public sector consulting business to complement CIPFA Advisory and have decided to appoint me as Chairman. C.Co has built a strong reputation with Local Authorities and gains repeat business often through an attractive offer to the market at an appealing price point and a level of trust from senior clients in the individuals and in the brand.”
Chris added, “The Vision for C.Co is to be a relationship based public sector consultancy business which is backed by the public sector accountancy institute (CIPFA) bringing a level of trust, transparency and accountability to how it serves its clients. This will be delivered through a clear set of relevant client value propositions, a team who really understand and have a passion for the public sector market they serve and a focus on delivering real outcomes which add value and ensure an efficient, effective and economic offer for all of our stakeholders.
Also appointed today was Donna Hall CBE, who has been described as a “public service pioneer” by the Mayor of Greater Manchester Andy Burnham.
Donna Hall said, “In C.Co we have an exciting opportunity to embed public service reform by building strong relationships with local people and making the best use of the assets available in the community. I am delighted to join the C.Co Board as I believe that C.Co can provide its clients with extra capacity and the space to think in these difficult times when everyone is rightly focussed on responding to the pandemic. I decided to take up the position as C.Co’s core values resonate with my own .
C.Co would also like to thank Peter Woodman, C.Co Board member and CIPFA’s Director of Finance and Performance for his valuable contribution, Peter has decided to retire from his Board position. We will be welcoming Rob Whiteman CBE, Chief Executive to the Board in March 2021.

Donna Hall CBE has been described as a “public service pioneer” by the Mayor of Greater Manchester Andy Burnham. She was awarded a CBE in 2009 for innovation in public service and was Transformational Leader in the Northern Powerwomen Awards 2017. She was CEO of Wigan Council for 8 years and developed The Wigan Deal – a new relationship with residents which delivered 160 million savings and improved services and resident satisfaction. She was also accountable officer for the CCG at Wigan. She created another social contract with residents while CEO at Chorley Council – The Chorley Smile. She is a passionate feminist who championed “Believe in Her” and led a major equality change programme to ensure Wigan Council now has a zero gender pay gap. She is now the chair of the innovative national think tank New Local and the Chair of Bolton NHS Foundation Trust. She was appointed as an Honorary Professor of Politics at the University of Manchester in August 2019 and is a Non Executive Adviser to Birmingham City Council. She is also an Integrated Care System Adviser to NHS England. Adopted as a child she is passionate about person-centred public services and communities.
Chris Brown is Head of Strategic Sales, Partnerships and Alliances at Capita plc. He is an experienced, energetic leader who has had P&L responsibility for business units at PA Consulting, EY and PwC. He has led significant transformation programmes as well as providing transformation services to a range of clients in both the public and private sectors. Throughout his career, Chris has regularly been sought out for his sales, commercial and operational capability to turnaround and grow businesses, improving profitability and developing their breadth and depth of service provision. Chris has a growth mindset. He develops talent at all levels and uses his network and strategic thinking to respond to market needs and to capitalise on opportunities efficiently and effectively.
