Our client, a metropolitan borough council, operated or leased to third parties a substantial number of facilities and attractions, contained within a large country park estate.

The council has ambitious plans to turn the park into a high-quality regional visitor attraction and has developed a masterplan for transforming the site and attracting additional visitors.  To support this a 10-year commercial business plan has been developed, focused on maximising the financial return on investment to the council.

C.Co was commissioned by the council to provide commercially focused support and challenge to the development of its 10-year business plan and supporting financial model for Visitor Services. The agreed scope of the engagement included:

  • Test the validity of financial model that underpins the masterplan for the council from 24/25 (10-year business plan).
  • Review the 10-year business plan that will underpin the masterplan and test and challenge.
  • Provide an analysis of risks associated with the business plan / master plan
  • Test the validity of financial model and business plan for two visitor attractions.
Our approach

C.Co worked collaboratively with the team to provide assurance over the analysis and modelling required to support the business plan for the country park.  This was a complex operation, reflecting a wide range of different businesses operating on the site. The work had to be completed quickly in the context of change.

  • Through workshops with the team we designed and structured the modelling approach to make it clear and logical
  • Provided assurance through detailed review and scrutiny of the assumptions, linking to evidence, current performance and examples and experience elsewhere
  • Built a comprehensive financial model incorporating different levels of investment (gold, silver, bronze) and different income scenarios
  • Undertook detailed testing and validation of the model before handover to the team
  • Storyboarding the business plan and review and challenge through the writing process.
The outcome

C.Co provided the council with assurance over the assumptions and analysis in the model as well as providing the support and challenge necessary to help the team develop a comprehensive business plan.

Our collaborative approach, working alongside the council’s team, meant that we were able to share the skills and experience with the team and empower them to have the confidence to deliver future business plans.

As a result of the input from C.Co the business plan was approved by Capital Board and stood up to scrutiny by members. Funding has been approved to proceed to the next stage and enable the team to develop a community resource which will enhance the lives of the residents of the borough.

The team is now proceeding to implementation planning to start work shortly. The business plan and financial model will be reviewed on a regular basis to adapt to changing circumstances and build on experience as businesses open and develop.
