At the end of last year, the Government published detailed guidance on funding becoming available to help local authorities to deliver on its expectations for paying a fair cost of care and achieving market sustainability.

Designed to ensure local authorities can prepare their markets for reform and move towards paying providers a fair cost of care, as appropriate to local circumstances, the Government expects local authorities to carry out various activities, such as conducting cost of care exercises, to determine the sustainable rate and identify how close they are to it.
