Ian Kirby

Ian is MBA and CIPFA public audit qualified and has almost 22 years of local government experience across a range of roles and responsibilities from front line social housing to Head of Internal Audit. He has consistently operated at a senior strategic level and has led a number of transformation projects in corporate and operational services and specialises in governance, performance management and transformational change.

After a brief stint at the Royal Insurance in Liverpool, Ian began a career in social housing with Merseyside Improved Housing (now Riverside) culminating with a role as Housing Officer with the Liverpool Housing Action Trust supporting the regeneration of a number of ‘Tower Block Estates’.

Ian’s entry into the public sector was as Area Housing Officer with Ellesmere Port & Neston Borough Council before moving onto Vale Royal Borough Council as Senior Housing Officer, Six months into the Vale Royal role Ian was appointed to Best Value Officer and at this time completed his MBA at Liverpool John Moores University. Upon graduation, Ian was appointed to the Head of Internal Audit & Performance role at the Council and supplemented his MBA with CIPFA’s diploma in public audit. At Local Government Reorganisation and the formation of Cheshire West and Chester Council, Ian was appointed to Performance Manager for Children’s services before becoming Senior for Performance overall and then a combined Head of Internal Audit/Performance role after that, aside from a 12 month secondment to support the return of transactional HR and Finance back into the Council from a ‘spin out’ company, he remained until December 2017.

As Programme Director for C.Co, Ian is relishing the opportunity to share his knowledge and experience with other organisations to drive, challenge and champion for improved public services.

In his spare time Ian is a keen runner, likes to ski and is a fan of all music, especially if it is live.
